This son of St. Elizabeth has an outstanding academic track record with his foundation being laid at Munro College, then further nurtured at the University of West Indies Mona Campus. At UWI Mona he read for a degree in History and a minor in Political Science. While there he was able to combine academic pursuit with his love for service and served the students in the capacities of Cultural and Entertainment Affairs Chairman of the Guild of Students and Vice President of the Guild of Students.

He embodies the motto of his alma mater, Munro College and in so doing, his light has not been hidden, thus, his service and leadership abilities transcended the Jamaican shores and on to the Barbadian shores where he undertook his studies in the field of law. There he achieved the rare feat of a Jamaican being elected President of the Cave Hill Guild of Students. He also served as a UWI student ambassador to the University of Costa Rica and as valedictorian of the University Of Virgin Island Future Global Leaders Institute. He was awarded his Bachelor of Law degree with Honours [LLB (Hons)] in 2006.

He has been involved in serving the people around him and this service has not gone unnoticed as he has been bestowed with a number of awards including the UWI- Mona Award for Service, The Guild of Students Award for Outstanding Leadership at both the Mona and Cave Hill Campuses; the Joseph S. Archibald, Q.C. Prize in Alternative Dispute Resolution, from the UWI- Cave Hill and the Kingsley Cooper Bursary for Intellectual Property from the Norman Manley Law School.

He was admitted to the Jamaican Bar on the 20th day of November 2008 and currently is an associate at Wentworth S. Charles and company, now into his sixth year of practice.

A keen desire to see the betterment of his country also led this notable gentleman Floyd to be a founding member of the Mona Campus Youth League, which was the first chapter established for Generation 2000, the young professional affiliate of the Jamaica Labour Party.

He was elected President of Generation 2000 in June 2012 and appointed Junior Shadow Spokesperson for the Ministry of ICT and digital economy. On Sunday, July 20, 2014, his political journey saw him being chosen as the Jamaica Labour Party Candidate for the Constituency of South West, St. Elizabeth.

In February of 2016, he was elected Member of Parliament for South West St. Elizabeth and served as the Minister of State in the Ministry of Education, Youth & Information with specific responsibility for the Youth Portfolio.
As of February 2019, Minister Floyd Green served in the capacity of Minister of State in the Ministry of Industry, Commerce, Agriculture and Fisheries. Following his re-election as Member of Parliament for South West St. Elizabeth on September 3, 2020, Minister Floyd Green has been appointed as Minister of Agriculture & Fisheries.

The Honourable Franklin Witter, MP, JP.

The Honourable Franklin Witter was appointed Minister of State in the Ministry of Agriculture & Fisheries on January 11, 2022 subsequent to which he served in various capacities to include Former Deputy Speaker of the House, Chairman of the St. Elizabeth Municipal Corporation, Mayor of Black River, and Councillor of the Junction Division.

His love for people has been his greatest motivation. This is exemplified by his committed and dedicated public service, from his first job as a teacher to now a parliamentarian and vice-chairman of Alpart Community Council.

Born in Lititz, St. Elizabeth, he has been married to Normalyn for 37 years. Having grown up in a family oriented culture, Mr Witter has endeavoured to set the same example for his three children.

Mr. Dermon Spence can be described as an experienced executive with a proven record of success in strategic corporate planning, management, marketing and business development. His professional career, which spans some 32 years, includes time as a high school teacher, farm manager, lecturer, researcher, consultant and administrator.

Before his acting appointment, effective January 2019, as Permanent Secretary in the Ministry of Industry, Commerce, Agriculture and Fisheries, he served as Chief Technical Director at the Ministry where he provided oversight to the Technical Directorate and technical advice to the Permanent Secretary and Ministers on agricultural issues and other related technical matters as required. He was also very active in the day-to-day operations of the Ministry providing leadership in the development and implementation of Change initiatives.

In 2018, Mr. Spence completed a one-year assignment at the Office of the Prime Minister where he led the strategic coordination and implementation of the merger of the HEART Trust/NTA, National Youth Service, Jamaican Foundation for Lifelong Learning and the Apprenticeship Board.

He served more than 15 years at the HEART Trust/NTA in several capacities including National Programmes Director, Senior Director and Manager of the Ebony Park Academy.

Mr. Spence has served on several corporate and public sector boards including Western Hospitality Institute (Chairman); Rural Agricultural Development Authority; Cannabis Licensing Authority; Fisheries Management and Development Fund; National Compliance Regulatory Authority, College of Agriculture, Science and Education and Southern Regional Health Authority.

His formal education includes a Master of Science and a Bachelor of Science in General Agriculture from the University of the West Indies, Trinidad, as well as an Associate of Science Degree from the College of Agriculture, Science and Education.

Roy Fitzgerald Nicholson was appointed Commissioner of Mines on August 2, 2018.

He has given over 27 years service in the Mines and Geology Division.  Prior to his current post, he served in the capacities of Inspector of Mines, Senior Inspector of Mines, Chief Inspector of Mines and Director of Evaluation and Revenue. In addition to his substantive post, he serves on the board of the Jamaica Bauxite Institute. 

Mr. Nicholson is a proud ‘George’s old boy’. After leaving St Georges College, he went on to pursue a diploma in teaching education at Passley Garden’s Teachers College, a Bachelor of Education in Mathematics from the University of the West Indies and a Master’s of Science in Mining and Geoscience at Lulea University of Technology. 

Commissioner Nicholson is a car enthusiast with a particular interest in repairs and modification. He also loves cooking and firework design. 

With over 32 years of service in the Mines and Geology Division, Leighton Williams currently serves as the Deputy Commissioner of Mines with responsibility for the Geology Branch. His appointment to this post took effect October 1, 2015.

He served in the positions of Junior Geologist, Senior Geologist and Director of Economic Minerals Unit.

Mr. Williams is a proud past student of Excelsior High. He went on to pursue a Bachelor of Science double major in Marine Biology and Geology from the University of the West Indies. He then went on to attain a post graduate certificate in Geographic Information System (GIS) from the University of Technology in addition to a Diploma in Human Resource Management.

Deputy Commissioner Williams enjoys the outdoors and travelling. He is an avid sports fan with a particular interest in football, dominoes and card games.

Ms Stacey Plummer serves as the Deputy Commissioner of Mines with portfolio responsibility for the Mining Branch. 

Ms Plummer has over 27 years in the minerals sector, serving in the Mines and Geology Division in multiple roles. She has served as Inspector of Mines, Senior Inspector of Mines and Chief Inspector of Mines. She currently serves on the board of Jamaica Bauxite Mining Limited.  

A daughter of the parish of Manchester, Plummer attended both the Bishop Gibson High School for girls and Manchester High School. . She went on to study at the University of the West Indies, where she pursued a Bachelor of Science in Geology and a Master’s of Science in Human Resource Development.

Outside the realms of the minerals sector, Plummer considers event planning and coordination her second calling. The Deputy Commissioner is a sports enthusiast and, when time allows, loves to play netball and football. She also is an avid swimmer.
